Some considerations:

  • During and after emergencies, groups of people are affected differently, and have both diverse needs and diverse strengths.
  • Who is consulted during the development process has implications for the recommended options for implementation.
  • Failure to consider the full range of needs could have serious impacts on the availability of emergency resources.

Strategies:

  • Ensure you are including a range of stakeholders and considering a variety of factors.
  • Acknowledge gender roles and create specific mitigation strategies to respond to key groups.
  • Capitalize on the strengths of different groups. For example, women often have unique/important roles as caregivers of both family and the community during disasters. It is important to acknowledge and consider this reality without exploiting and reinforcing gender inequality.
